JOB SUMMARY: This is an executive position within the Property Tax Oversight (PTO) program. The duties of this position include managing and directing processes including hiring/firing, supervising, training, and disciplining employees; and planning, designing, and organizing workloads. Other duties include:

  • Manage and coordinate the Real Property Appraisal Review sub-process activities to timely carry out DOR's responsibilities of providing complete and accurate appraisal reports in compliance with applicable laws and rules.
  • Develop and deliver appraisal review training to review staff to cover the subject data reviews, the valuation methodology reviews, and the 7-hr Uniform Standards of Professional Appraisal Practice (USPAP) course.
  • Annually, develop risk-based resource plans for conducting appraisal reviews to include determining needed staff and allocation of assignments.
  • Coordinate with the Compliance Determination Process Manager(s) to establish and administer personnel work activities assigned to Real Property Appraisal Review sub-process.
  • Establish effective metrics to measure progress of the appraisal review activities.
  • Annually, analyze review findings and provide training recommendations for appraisers and reviewers to the Compliance Determination Process Manager(s).
  • Work for continuous quality improvement of the appraisal review process.
  • Provide leadership in PTO and Appraisal Review process improvement projects.

MINIMUM REQUIREMENTS:  

  • Currently employed with the Florida Department of Revenue.
  • Four years of tax administration experience.
  • Two years property tax administration experience.
  • Experience developing or reviewing real property commercial appraisals.
  • Public speaking experience.

SUBSTITUTIONS:

  • Bachelor’s degree from an accredited college or university can substitute for the four years of tax administration experience.

PREFERENCES:

  • Department of Revenue designation (Certified Florida Evaluator and/or Certified Florida Collector Assistant)
  • International Association of Assessing Officers (IAAO) designation
  • State certified appraiser (Residential and/or Commercial)
  • Completion of any IAAO courses (list all courses on the candidate profile and/or resume)
  • Completion of Uniform Standards of Professional Appraisal Practice (USPAP) course

SPECIAL NOTES:

  • This position can be located in any PTO service center.

SALARY: $58,963.08 - $75,000.36.
