ASSISTANT DIRECTOR CHILDREN/YOURNG ADULT SYSTEM OF CARE (CYASOC)

ABOUT US

As part of Alameda County Health, the Behavioral Health Department supports people with Medi-Cal and without insurance living with serious mental illness and substance use conditions along their path toward wellness, recovery, and resiliency. We provide services through a network of contracted mental health and substance use providers and administer the State’s resources and training for behavioral health providers, case managers, and other healthcare professionals. We advocate for our patients and families and create space for personal engagement in their care.

We are outpatient specialists for mental health services for older adults and youth, substance use providers and treatment program specialists, advocates for quality improvement and patients’ rights, and psychiatric and integrated health care providers.

The POSITION

Under minimal direction, plans, organizes, and directs a variety of mental health programs for children, adolescents, and families; supervises program components servicing children, youth, and young adults who meet criteria for mental health services, including oversight of contracted providers within the Alameda County Health, Behavioral Health Department provider network. Responsible for coordination and collaboration of children and youth services with community-based outpatient service programs and partnerships with other county agencies coordinating and overseeing mental health services for children, youth, and young adults; provides supervision and direction to subordinate personnel; and performs related duties as required.

DISTINGUISHING FEATURES

This is a single-position classification located in the Behavioral Health Department and reports to the Child/ Young Adult System of Care Director (Director). This employee is responsible for providing direct administrative support to the Director in the areas of organizational policy and program development relative to the Child/Young Adult system of care service delivery, public information/ relations activities, and resolution of policy and operations problems. This position is distinguished from the next higher-level class of Director, Child/Young Adult System of Care, Behavioral Health in that the latter is fully responsible for the operations of the system of care while this position assists the Director with managing the operations of the system of care.

ESSENTIAL DUTIES

NOTE : The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.

  1. Plans, organizes, and directs through subordinate supervisory and administrative staff, County-operated and contracted children and youth outpatient mental health services.
  2. Acts on behalf of the Director on matters related to Behavioral Health departmental programs; represents the Director at meetings with administrative officials, Board of Supervisors, legislative bodies, boards, commissions, community groups, and other organizations; explains and interprets policies, procedures, and regulations relative to complex program issues.
  3. Develops and administers program budget; prepares or assists in the preparation of grant applications; monitors expenditures; coordinates fiscal, personnel and contract activities for the Child/Young Adult System of Care.
  4. Ensures compliance with program policies and standards for services provided by Alameda County Behavioral Health (ACBH) or agencies under contract with ACBH to assure continuity and quality of services and to meet administrative requirements relative to Federal/State funding.
  5. Participates in planning, development, and implementation of system-wide goals, strategies, and policies for delivery of community-based prevention services.
  6. Maintains effective working relationships with representatives of federal, state, and local agencies, including professional and medical societies; represents the Behavioral Health Department through contacts with representatives of governmental and county agencies.
  7. Participates as a member of the Behavioral Health Department's Leadership Team; attends administrative staff meetings and participates in the overall administration of the Children and Youth service delivery.
  8. Recruits, selects, evaluates, and disciplines staff, either directly or indirectly through subordinate personnel.
  9. Prepares and conducts educational programs for trainees and staff assigned to the Child/Young Adult System of Care; conducts staff conferences; performs studies; and represents the service on training committees.
  10. Keeps abreast of current trends in mental health practice and managed care health services environment; attends meetings of professional associations and assists in the evaluation of new techniques and procedures.
  11. Acts for the Director, Child/ Young Adult System of Care, Behavioral Health, in their absence.

ASSISTANT DIRECTOR CHILDREN/YOUNG ADULT SYSTEM OF CARE

MINIMUM QUALIFICATIONS

EXPERIENCE :

The equivalent of four (4) years of progressively responsible post-graduate supervisory and administrative experience in program planning and evaluation, budget management, and fiscal management in an organizational setting. At least two (2) years of this experience should have been experience with children and youth receiving mental health services, and their families in a public or private healthcare, community-based mental health, or other community organization.

AND

EDUCATION :

Possession of a master's degree from an accredited university in clinical psychology, social work, psychiatric nursing, or an appropriate behavioral science.

SUBSTITUTION:

An additional two (2) years of administrative experience may substitute for two (2) of the four (4) years of supervisory experience listed above.

LICENSE/CERTIFICATION :

Possession of a valid California Motor Vehicle Operator's license.

Possession of a State license in either Clinical Psychology, Psychology, Social Work, Marriage and Family Therapy, Nursing, or other Licensed Practitioner of the Healing Arts (LPHA) who is licensed, registered, certified, or recognized under California State scope of practice statutes.
