Job Description
STV is seeking a Construction Engineering Specialist for Austin, TX location . This position performs advanced and complex water/wastewater engineering work in one or more functional areas such as planning, project development and design, construction, operations and maintenance. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials and private entities. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are elevated to the supervisor as needed.
Essential Duties: - Assists Project Manager with construction contract administration matters.
- Assists in developing and/or monitoring budgets.
- Oversees construction and audit records.
- Analyzes and assists in the resolution of contract problems and disputes.
- Monitors contractors' compliance with plans and specifications.
- Reviews shop drawings, plans, specifications, estimates, supplemental agreements, and change order requests.
- Assesses and reports actual project progress versus planned progress to determine trends and variances for complex projects.
- Resolves differences between contractors and inspectors.
- Reviews change orders, supplemental agreements, memorandum agreements and extra work orders, reviews monthly and final estimates prior to submittal.
- Resolve design/field issues.
- Ensures that the work is executed on time and on budget and in accordance with the client's requirements and within company policies and procedures.
- Is responsible for reporting project cost and quality control activities to the PM.
- Develops and/or reviews engineering related documents, correspondence, reports and remediation plans.
- Reviews Contractor project schedules and reports project progress.
- Represents Client in the field and delivers project deliverables.
- Expected to perform project field visits regularly or work at project field offices.
Minimum Qualifications: Education : Bachelor's Degree in engineering or related science bachelor's or higher degree accepted by TX PELS and successful completion of the
FE exam (EIT certification) is required. Experience: - 0-4 YEARS in water/wastewater engineering, or related construction engineering experience.
- Austin Area Water Experience is preferred.
- Working Knowledge of Austin area water and/or other local utility providers' specifications, processes, and policies.
Licenses and Certifications :
- Valid driver's license. This position requires driving a company issued vehicle.
Preferred Qualifications: Competencies: - Strong analytical and problem-solving skills, with the ability to identify and mitigate project risks.
Physical Requirements and Working Conditions: - Light work: Lift up to 20 lbs. at a time and frequently lift or carry objects 10 lbs. or more.
- Standing-prolonged periods of time.
- Repetitive Motion-substantial movements of the wrists, hands, and/or fingers.
- Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading.
- Mobility around a job/construction site to include walking, bending, crawling, climbing, squatting, or kneeling and wearing of required Personal Protective Equipment (PPE).
Compensation Range:
$58,475.00 - $77,966.00
