Job Description

Position Summary

The Construction Manager is responsible for managing highway construction and inspection activities across all phases of assigned projects to ensure compliance with approved plans, specifications, and contract requirements. The role supports the delivery of safe, high-quality transportation infrastructure and is aligned to progressive levels of responsibility based on project complexity and experience.

Key Responsibilities

  • Manage assigned elements of highway construction projects to ensure contractor compliance with contract documents, quality standards, budgets, and schedules
  • Support the Area Construction Engineer or designee with project oversight, coordination, and execution
  • Analyze and interpret plans, specifications, and contract language to ensure constructability and bidability
  • Identify design discrepancies and assess impacts to schedule, cost, and construction operations
  • Review project documentation for compliance and direct corrections as needed
  • Monitor project budgets and schedules and recommend adjustments
  • Prepare and review contractor pay estimates, work orders, change orders, and time impact analyses
  • Supervise and manage inspection and project staff, ensuring work products meet requirements
  • Lead and participate in pre-construction meetings, utility coordination meetings, progress meetings, and stakeholder briefings
  • Coordinate with design, materials, environmental, traffic, right-of-way, utilities, and public stakeholders
  • Investigate field issues and recommend constructible solutions and design modifications
  • Prepare technical, administrative, and project correspondence

Required Knowledge & Skills

  • Highway construction methods, practices, materials, and inspection procedures
  • Roadway, bridge, and traffic engineering principles
  • Construction plans, specifications, contracts, and project documentation
  • Materials performance, quality control/assurance, safety, environmental, and legal considerations
  • Use of survey equipment, materials testing tools, and inspection instruments
  • Proficiency with Microsoft Office and construction management software systems
  • Strong leadership, communication, documentation, and time-management skills

Qualifications

  • 8+ years of progressive experience managing highway construction projects of increasing complexity
  • Bachelor’s degree in Civil Engineering or a related field (or equivalent experience)
  • Professional Engineer (PE) license preferred
  • Certified Construction Manager (CCM) preferred
