Summary of Work
At the North Dakota Department of Transportation, we owe our success to our TEAM and processes. As the Local Government Division Engineer, you will coordinate and monitor Urban and County project development and MPO(Metropolitan Planning Organization) activities. This position also coordinates and monitors other programs, such as, TAP (Transportation Alternative Program), Flexible Transportation Fund (FTP) for Local Public Agencies (LPAs), and Transit federal/state aid programs and projects. Primary duties associated with this position are:
Lead the Local Government Division: Develop and implement the Division's strategic goals and initiatives, aligning them with the Department's overall Strategic Plan. Set a vision for the direction of the Division, ensuring programs operate with efficiency and flexibility. Manage the division's budget, staff, and resources effectively, including providing input on the biennial budget. Foster a collaborative and results-oriented work environment within the Division, initiating programs and activities to enhance employee engagement, increase technical proficiency, and maintain high levels of motivation and morale. Supervise, train, and evaluate the work of direct reports to ensure effective performance and professional growth. Establish working relationships and open lines of communication with other Divisions and Districts to facilitate collaboration on local transportation projects and initiatives.
Collaborate, Coordinate, and Innovate: Work collaboratively with other Department Divisions, local public agencies (LPAs), Federal and State agencies, Tribal partners, universities, and other external stakeholders to ensure a seamless and efficient transportation system for locals. Coordinate effectively with LPAs (Cities, Counties, Townships, Transit Providers, and MPOs) to identify and address their transportation needs, assisting them with program and project development. Coordinate the Division’s involvement in complex, significant, or challenging projects. Develop innovative solutions to address local transportation challenges while staying informed on emerging transportation technologies and best practices. Create a culture of innovation within the Division, encouraging exploration of new ideas and approaches. Lead and serve on NDDOT work teams and committees, contributing to the Department's overall success. Keep executive management apprised of any issues involving LPAs, along with the strategies employed to resolve them.
Mentor, Guide, and Train Team Members: Provide opportunities for meaningful work and career progression for the team. Work with team members on written professional development and performance management plans, fostering career growth and individual contributions. Provide opportunities for meaningful work and career progression for the team, empowering staff and fostering a positive work environment. Work with supervisors and Human Resources Division on job classifications, duty descriptions, and hiring team members, ensuring the Division has the right talent to achieve its goals. Provide or facilitate training for team members, and other partners, fostering knowledge sharing and continuous improvement.
Build Relationships: Develop and maintain strong relationships with local and elected officials, planners, consultant engineers, and public in general. Serve as a trusted resource and advocate for local transportation needs, acting as the Department's liaison with local entities by assisting them with programs and project development. Establish and maintain excellent networking contacts with LPAs regarding local governmental programs and issues. Foster open communication and collaboration with local partners, proactively engaging with communities to understand their transportation priorities. Oversee the one-point contact for LPAs with staff as they coordinate programs and projects with others within the department.
Represent the Department: Represent the Department at LPA meetings, advisory boards, conferences, and committees related to local transportation issues. Clearly articulate the Department's position on local transportation policies and regulations. Promote the Department's initiatives and programs to local stakeholders. Provide information on project guidance and development, funding issues, and answer questions from the public. Keep LPAs informed of changes in funding and programs. Give presentations to various groups on the programs administered by the Division. Coordinate improvements and changes to NDDOT practices and procedures with consulting engineers, ensuring best practices and industry collaboration.
Minimum Qualifications
Bachelor’s degree in civil engineering or equivalent
Registration as a Professional Engineer in North Dakota.
Four years’ experience leading a major engineering function and providing supervision of employees.
