Position Overview

The Office of Community Assistance is seeking to hire a Human Services Grants Coordinator to be part of a team of Grant Managers who work with 35 grantees throughout Illinois for the Low-Income Home Energy Assistance Program and the Community Services Block Grant. The ideal candidate will work with their grantees to ensure federal policies are being followed on an ongoing basis and at onsite monitoring. The programs make up more than $350 million in federal funding to assist over 300,000 low-income Illinois residents to pay utility bills and help them with tools they need to rise out of poverty. Essential Functions

  1. Assists in conducting on-site visits or desk monitoring of assigned grantee agencies of the Office of Community Assistance.
  2. Assists in reviewing general ledgers, cost ledgers, journals and bank statements and corporate ledgers to ensure costs are charged appropriately and are recorded and maintained in accordance with generally accepted accounting principles.
  3. Prepares internal and external electronic reports and spreadsheets to enhance and establish accurate evaluations.
  4. Participates in the negotiation of grant proposals and modifications on an annual basis to assure alignment with program requirements or local needs assessment.
  5. Assists in the preparation of reports, technical materials and correspondence pertaining to the development and implementation of office programs.
  6. Participates in roundtables, conferences and training seminars to provide grantee agencies with program requirements and changes.
  7. Reviews federal register, federal and state rules and regulations, office manuals, and policy/procedures letters or memoranda to ascertain changes that affect the program management and inform grantees of any policy or procedure changes
  8. Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated.

Minimum Qualifications

  1. Requires knowledge skill and mental development equivalent to completion of four (4) years of college with coursework in social sciences, public and business administration, energy conservation, or a related field.
  2. Requires one (1) year of professional experience in a social service field, grants administration field or completion of an appropriate agency training program.
  3. Those positions which utilize basic accounting principles to review grantee financial records and to provide technical assistance to grantees in fiscal areas require an additional mandatory requirement of a minimum of six (6) college semester hours of accounting or equivalent professional accounting experience.

Preferred Qualifications

  1. Prefer at least six months experience in the Low Income Home Energy Assistance Program (LIHEAP) system LIHEAP.Net and/or Single Tracking and Reporting System (STARS).
  2. Prefer a master’s degree.

Conditions of Employment

  2. Requires ability to travel in the performance of duties, with overnight stays as appropriate.
