THE POSITION
The Supervising Auditor-Appraiser supervises the Business Division staff in the Assessor's Office. This classification independently audits and appraises complex property and also has a broad scope and breadth of both function and supervisory responsibilities. This supervising position is subject to overtime, standby, and callback assignments. Performs related duties as assigned.

Unless otherwise provided, this position is part of the Classified Service of the County and is assigned to the Mid-Management/Supervisory Bargaining Unit for labor relations purposes.
Individuals who are in a full-time classification position are required to serve a twelve-month probationary period, which may be extended an additional six months, for a total of eighteen months.
Incumbents may also be subject to overtime, standby, callback, weekend, holiday and shift assignments as identified in their MOU (Memorandum of Understanding).

Typical Tasks
- Oversee the activities of the auditing staff including answering technical questions regarding office policies;
- Assist in the selection of personnel;
- Supervise, train, and evaluate subordinate personnel;
- Consult with taxpayers and/or their representatives regarding assessment procedures, legal aspects, and the State Board of Equalization requirements;
- Supervise all aspects of the processing of Business and Agricultural Property Statements, Boat Declarations, and Aircraft Statements and all other personal property;
- Oversee and approve the annual preparation of valuation tables and depreciation curves for the various types of business and farm machinery and equipment;
- Prepare letters to taxpayers and confer with taxpayers and their representatives as necessary;
- Determine action to be taken pursuant to audit results including proper Revenue and Taxation Code interpretations;
- Provide counsel and information relative to the operation of the Business Division and/or related subjects to the Assistant Assessor and/or Assessor;
- Oversee the preparation and printing of the various types of property statements to be used each year and assists in obtaining approval of them required by the State Board of Equalization;
- Responsible for resolving the more difficult complaints;
- Make minor and intermediate policy decisions for the Division;
- Appear and testify at assessment appeal hearings; and
- Convey and ensure the compliance of major policy decisions by management.
Minimum Qualifications (Knowledge, Skills, Abilities, Education/Experience)
KNOWLEDGE - The purposes, organization and function of a local Assessor's Office;
- Auditing and/or accounting principles and procedures;
- Revenue and Taxation Code;
- Fair Market Value;
- Forms used in the auditing section of the Assessor's Office;
- Approaches used in valuing property such as market, income, and cost;
- Principles, practices and techniques of training;
- Principles and practices of effective supervision;
- Valuation tables and depreciation curves as they apply to business property; and
- County Personnel policies.
SKILLS/ABILITIES
- Read and analyze Property Statements, accounting records, and financial documents;
- Learn the Revenue and Taxation Code and various State-published handbooks relating to the assessment of taxable personal property and improvements;
- Prepare concise and accurate audit narratives and related reports;
- Explain audit findings to taxpayers in a tactful manner;
- Counsel taxpayers for property reporting;
- Travel to various work sites;
- Demonstrate the ability to adapt to changing technology;
- Compose business letters to taxpayers;
- Communicate clearly and concisely both verbally and in writing; and
- Interpret assessment procedures, requirements, and legal aspects in order to relate such information to audit staff and taxpayers.

EDUCATION/EXPERIENCE PATTERN I - Graduation from an accredited four-year college or university with an accounting degree or a specialization in accounting with 18 semester units of accounting and/or auditing.
PATTERN II
- Is a licensed Accountant in the State of California.
PATTERN III
- Passed the State, or a county, or city and county, or city civil servant or merit system examination regularly given for the position of Accountant or Auditor by the testing body.
In addition to Pattern I, II or III:
- Five (5) years of progressive experience as Auditor-Appraiser, with at least two (2) years of experience at the Auditor-Appraiser III level or higher, in a Federal, State, or County Office for assessment purposes; AND
- Possess a valid certificate as an Appraiser issued by the California Board of Equalization or obtain said certificate within one (1) year of hire. Failure to obtain a permanent certificate within one (1) year will result in dismissal.
Proof of education may be required for verification purposes after the eligible list has been established as part of the selection interview process. Proof of education (transcripts and/or degree) may be attached at the time of online application submission if available.
