The Employment Development Department's (EDD) Investigation Division (ID) within the Policy, Accountability and Compliance Branch investigates allegations and suspected violations of the California Unemployment Insurance Code and other laws and regulations pertaining to fraud or misconduct to protect the integrity of EDD's programs and resources.
We are looking for a motivated and dedicated individual who has an inquisitive nature, possess good time management, creative and critical thinking skills. The incumbent will work in a highly confidential and dynamic environment with a variety of stakeholders and technical team members. Prior EDD program experience is desirable, but not required. The Fraud Desk Analysts (FDA) position is located in the Employment Development Department (EDD) Investigation Division Central Office, Criminal Intelligence Section (CIS), Fraud Intake Unit (FIU) in Sacramento and performs under the supervision of the FIU Staff Services Manager I and the guidance of the CIS Staff Services Manager II. The FDA works in a team environment. The incumbent utilizes critical thinking skills to assess risk, researches and gathers data, monitors activities, and performs preliminary analyses of allegations of criminal activity committed against the EDD Unemployment Insurance, Disability Insurance, Paid Family Leave, and Tax programs. The incumbent determines viability of the allegation after completing screening and preliminary analysis. The FDA maintains activity logs, collects and organizes data, utilizes spreadsheets, creates pivot tables, tracks leads, identifies trends and may develop case information. An essential function is to assist with the Fraud Desk Hotline operations as needed and facilitate the completion of criminal case support requests received by the support mailbox. May assist with screening external agency referrals of potential fraud and other requests for information The FDA provides criminal intelligence analytical support to Supervising Criminal Investigators, Investigators, and joint case authorities. The incumbent accesses a variety of automated databases, develops leads, works within the Division's automated criminal intelligence system, collects data, and disseminates criminal intelligence information. The incumbent prepares criminal intelligence reports, assessments, and charts, and may conduct management briefings. The FDA may attend special trainings/presentations, develop materials for in-house presentations and conduct subject matter presentations. The incumbent maintains a high level of integrity and confidentiality regarding all facets of their work, general ID operations, and intelligence information. The candidate is expected to: exhibit open-mindedness, flexibility, and tact; possess the ability to multi-task; demonstrate interpersonal skills and initiative in communications and work habits; complete assignments in a timely and efficient manner; and adhere to EDD policies regarding attendance, leave, conduct, and appearance. Additionally, individuals must possess strong organization skills and an aptitude for computer utilization and virtual conferencing. The ideal candidate would also have experience and/or knowledge working in compliance, audits, investigations, or program monitoring. Occasional travel may be required.
