CornerStone Professional Placement is seeking a Senior Buyer for a governmental municipality client in the Dallas, TX area. As the Senior Buyer , you will be responsible for performing procurement functions of designing and writing solicitations, evaluating and monitoring contracts for compliance, and leading the proposal evaluation process. Qualified candidates will have municipality experience and critical certifications. Requirements & Responsibilities for the Senior Buyer:

• Perform procurement functions, including designing and writing solicitations, and evaluating/monitoring contracts for compliance.
• Lead the proposal evaluation process and negotiate contract terms and conditions.
• Maintain the integrity of the public procurement process and ensure statutory, policy, procedural, and best practice compliance.
• Prepare and analyze competitive sealed bids, competitive sealed proposals, requests for quotations, and requests for statements of qualifications.
• Review applicable federal, state, and local laws, ordinances, rules, and regulations for changes relating to public procurement for municipalities and municipally owned utilities.

Compensation for the Senior Buyer:

• Employment type: Contract-to-Hire
• Schedule: Full-time (implied by 100% on-site, immediate need)
• Salary/Pay: $65K - $73K
• Location: 100% On-site at their Dallas office
• Benefits: (Will be discussed by client, but likely include standard contract benefits during contract phase, with full benefits upon conversion to direct hire)
