This is a non-code Military Exempt position. To qualify you will need to furnish proof of your Illinois National Guard military service. Illinois National Guard members currently serving should provide a memo from their command showing dates and status. Retired/inactive members should provide their NGB22 and/or DD214 . These documents can be uploaded in the application.

 

You WILL NOT be considered for the position if you attach a CMS100, CMS100b, FM 115 or any other document in lieu of a Resume or CV.

 

 

Essential Functions

20% 1. Verifies all project element requirements are within project budget through completion of project.

  • Prepares contract documents, design working drawings and specifications; evaluates and reviews architectural and engineering designs; managed design through construction; compiles and verifies cost estimates, conducts building scope inspections; provides technical assistance including on-site inspections.
  • Monitors and controls the design efforts to keep the program within budget.
  • Reviews contract breakdowns and verifies invoices for design and construction progress payments.
  • Evaluates externally prepared construction, repair and maintenance plans and specifications for technical and practical design requirements.
  • Prepares plans and specifications for repair, maintenance, and minor construction projects to correct deficiencies in facilities.
  • Reviews plans and specifications for compliance with Federal, State and Military requirements.

20% 2. Reviews plans and specifications of projects throughout all phases of design ensuring compliance with applicable legal and technical requirements.

  • Ensures design criteria, projects and schedules are correctly prepared.
  • Reviews construction schedules and monitors construction program for critical completion dates.
  • Reviews change order proposals to determine justification, accuracy, and cost.
  • Develops and prepares reports on developmental status and historical reference of projects.
  • Reviews contractor material submittals and shop drawings to evaluate contractor compliance with project plans and specifications.

Essential Functions Continued

20% 3. Monitors construction progress schedules to ensure construction progress is being made for the meeting of critical completion dates.

  • Attends job site meetings as required to provide technical assistance in problem resolution and appropriate action is taken.
  • Performs field surveys of projects under construction at existing facilities.
  • Provides project correspondence and reporting systems to keep management informed on assigned projects.
  • Attends construction project progress coordination meetings, making decisions or recommendations to ensure that objectives, schedules, and cost plans are met or revised in accordance with overall requirements.
  • Works closely with contractors and their employees to assure their needs are properly met while assuring Federal and State needs and requirements are met.
  • Ensures proper coordinator and communications with all interested parties.
  • Prepares technical engineering communications with all interested parties.
  • Prepares technical engineering specifications to include materials and cost estimates for bidding purposes.

15% 4. Interacts with other agency personnel, clients, contractors, and consultants assuring proper coordination and communications regarding project requirements are met.

  • Participates in bid openings by reviewing bids and recommending awarding of contracts.
  • Conducts labor standard interviews with contractor and sub-contractor employees to evaluate compliance with applicable US Dept. of Labor wage and hour requirements.
  • Coordinates construction, repair, and maintenance projects during construction with the USPFO and Capital Development Board to represent the best interests of the agency.

Essential Functions Continued

10% 5. Accountable for the overall management of projects and the coordinating of the activities of staff for technical, administrative, budget, legal and procurement support.

  • Reviews contract breakdowns of invoices for design and construction progress payments.
  • Coordinates all construction fiscal matters through fiscal office to ensure timely payments.

10% 6. Performs site surveys, computes estimated costs and prepares justification documents for the development of construction, repair, and maintenance programs.

  • Provides input to management concerning any proposed contract modifications to include scope of work and estimated costs.
  • Represents DMAIL at construction and pay meetings and performs on-site inspections for major and minor projects under construction.
  • Prepares site surveys assessing safety and security requirements.
  • Survey, assess and evaluate facility repair and maintenance problems to provide the most accurate data, cost estimates and proposed courses of action.

5% 7. Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

Requires knowledge, skill, and mental development equivalent to completion of high school, plus two years of college or technical school training in facilities engineering or related fields.

Preferred Qualifications

  1. Prefers two years’ experience in technical facilities engineering or related fields.
  2. Prefers knowledge of organization and functions of the various units and components of the National Guard.
  3. Prefers extensive knowledge in the principles and practices of facilities engineering, ability to recognize and report errors, inconsistencies, and other deficiencies of a technical nature in facilities engineering projects, plans, construction, and completions.

Employment Conditions

  1. Requires active membership in the Illinois National Guard, retirement (20 years) from the Illinois National Guard or retired (minimum 20 years) US Armed Forces if last duty assignment was with the Illinois National Guard.
  2. Requires exposure to potentially hazardous chemicals and air emission sources.
  3. Requires ability to lift and carry 50 pounds, i.e., heavy items and equipment on a recurring basis.
  4. Requires being on feet for long periods of time; ability to bend and stoop; ability to climb stairs and/or ladders.
  5. Requires possession of valid appropriate driver's license.
